Samsung and other storage manufacturers use decimal capacity: 2TB equals 2,000,000,000,000 bytes. Windows and many technical tools display binary tebibytes, where one TiB equals 1,099,511,627,776 bytes. The same number of bytes therefore appears as roughly 1.82 TiB.
This is normal unit conversion, not missing NAND. Formatting, file-system structures, recovery partitions, over-provisioning and installed data reduce the free space shown to the user after setup.

Expected raw binary capacity

Partitions consume addressable space
A Windows boot installation creates an EFI System Partition, Microsoft Reserved Partition, Windows volume and recovery partition. Manufacturer recovery tools may add more. These partitions are visible in Disk Management even when File Explorer shows only the Windows volume.
Do not delete small system partitions merely to recover a few hundred megabytes. The EFI and recovery areas support boot and repair functions.

Why a volume may show less than expected
The volume can be smaller because of manual partitioning, hidden recovery areas, over-provisioning or a clone that was not expanded. Disk Management shows the full physical disk and every partition, making it the correct place to inspect the layout.
If the physical disk itself is reported far below the expected 2TB size, capture the model, firmware, controller path and exact byte count. A bridge, counterfeit product or hardware fault may need investigation.
