Start with the job, not the cheapest number
A low price per terabyte is useful, but it does not tell you whether a drive belongs in your PC, NAS, NVR, backup box or portable workflow. Hard drives and SSDs solve different problems. A large hard drive can give you far more capacity for the money, while an SSD can make a system feel dramatically faster because it has no mechanical seek delay.
